Overview
The Alberta Emergency Management Agency (AEMA) under the Emergency Management Act and its regulations is responsible for prescribing and conducting or facilitating for local authorities in Alberta, including;
- elected officials and delegates
- directors of emergency management agencies
- other local authority employees with assigned responsibilities respecting the implementation of a local authority’s emergency plan.
ICS Canada recognizes AEMA as the Provincial/Territorial Authority Having Jurisdiction (PTAHJ) for Alberta, where AEMA oversees and administers the ICS Canada program as delivered in Alberta to:
- local authority employees with assigned responsibilities respecting the implementation of an Albertan local authority’s emergency plan, including volunteer firefighters
- Government of Alberta employees with a role in emergency management, consequence management, or business continuity
- non-governmental organizations (NGOs) who are members of the NGO Council of Alberta
- volunteers with search and rescue teams (submit proof of membership)
- members of the Royal Canadian Mounted Police based in Alberta detachments
- members of the Canadian Armed Forces (with proof of formation level approval) based in Alberta only
Course administration requirements
Before delivering incident management training in Alberta
AEMA requires approved instructors:
- set a tentative date, time and location for the course
- complete and submit the AEMA Training Request Form to [email protected]
- obtain an Alberta-specific course number
- verify and record student eligibility upon enrolment on an AEMA Course Sign-in Sheet, including:
- valid proof of completion of pre-requisites
- written requests to waive course requirements
- a minimum 5-month gap between advancing Incident Command System (ICS) courses
After delivering incident management training in Alberta
AEMA requires approved instructors to:
- indicate “pass” or “fail” status for each student on the AEMA Course Sign-in Sheet
- collect completed participant course evaluations
- submit completed course sign-in sheet and participant course evaluations to [email protected] within 15 business days of course end date.
Unmet course administration requirements
Each calendar year, AEMA will issue the following per unmet course administration requirements:
First occurrence | A reminder from AEMA Training, Certification, and Standards |
Second occurrence | A warning from AEMA Training, Certification, and Standards |
Third occurrence | A letter to the instructor or affiliated organization from Executive Director, AEMA Provincial Operations |
Fourth occurrence | A possible suspension of incident management instructor privileges in Alberta |
Approved providers
Local authorities coordinate incident management training with assistance from AEMA and may choose contracted training delivery options available through ICS Canada and AEMA-endorsed instructors.
Not all versions of ICS support interoperability and a common understanding of response. AEMA will only recognize course completion certificates issued by providers that support:
- Alberta Incident Management Practitioner Training Standards
- ICS Canada Training and Curriculum Standards
- Alberta Approved ICS Providers List
Some external training providers are approved to deliver ICS courses for a fee. Visit the ICS Canada website for a list of ICS Canada-approved contractors.
Individuals and groups may hire ICS Canada instructors from other provinces and jurisdictions.
Out-of-province instructors must:
- meet the ICS Canada Curriculum and Training Standards, especially the completion of the minimum required course hours
- obtain an Alberta course number if the course is taught in Alberta or to a primarily Alberta-based class
