AEMA instructor application process

Learn about the processes and requirements for instructors approved by the Alberta Emergency Management Agency (AEMA).

Overview

The Alberta Emergency Management Agency (AEMA) is responsible for quality assurance of incident management training in Alberta, which includes approving instructors for local authority courses, Incident Command System (ICS) I-Series, and ICS Position-Specific courses.

To become an approved instructor for incident management training in Alberta, the successful candidate must:

  • reside in Alberta or intend to teach local authority or ICS courses in Alberta
  • submit an AEMA Instructor Application
  • complete instructor standardization training, Train-the-Trainer and co-teach requirements (if applicable)
  • receive approval from AEMA Training, Certification, and Standards (TCS) to instruct the specified course

Prospective instructors

AEMA TCS requires all instructors for incident management training in Alberta to adhere to the standards and policies that support its quality assurance.

Prospective instructors are encouraged to review and familiarize themselves with the following guidance documents prior to applying:

Pre-requisites

AEMA TCS requires prospective instructors to successfully complete the course(s) they wish to instruct prior to applying.

Enrolment in the courses provided through AEMA require the proof of pre-requisite course completion as detailed in the table below.

  • ICS I-100 course completion certificate from an approved provider

  • In-class ICS I-200 course completion certificate from an approved provider
ICS I-400

  • No pre-requisites
ICS Position-Specific – Incident Commander, Command and General Staff, Unit Leaders
  • ICS I-300 course completion certificate from an approved provider
ICS Position-Specific – Strike Team, Resource Team, Task Force Leader
  • In-class ICS I-200 course completion certificate from an approved provider

AEMA TCS requires ICS course completion certificates issued by approved providers to fulfill pre-requisites.

Note: On a case-by-case basis, AEMA TCS may conduct a Prior Learning Assessment and Recognition (PLAR) to evaluate a given individual’s previous operational knowledge and experience, which may shorten the required waiting time between courses.

How to become an instructor

  • Apply to deliver local authority courses

    Local authority courses include:

    • Basic Emergency Management (BEM)
    • Local Authority Elected Official (LAEO)
    • Director of Emergency Management (DEM)
    • Scribing for Emergency Management (Scribe)
    • The Planning “P”: A Practical Intensive for Emergency Managers (Planning P)

    To apply to deliver local authority courses in Alberta:

    1. Complete the AEMA Instructor Application, which must include:
      • Copies of valid course completion certificates for the course(s) you intend to instruct
      • Descriptions (and supporting documentation, if applicable) for:
        • adult education or classroom management experience, or both
        • ICS or emergency management knowledge and experience, or both
      • References for emergency management, training, or ICS experience
      • Supervisor approval
    2. Send the complete application to [email protected] for review.
    3. If granted instructor candidacy, complete:
      • AEMA Instructor Standardization Training
      • 1 co-teach, delivering at least 50% of the course content.
    4. If granted instructor approval, AEMA TCS recognizes the applicant as a Lead Instructor, who may schedule and deliver the specified local authority courses.
  • Apply to deliver ICS I-Series courses

    ICS I-Series courses include:

    • ICS I-100: Introduction to Incident Command System
    • ICS I-200: Basic Incident Command System – ICS for Single Resources and Initial Action Incidents
    • ICS I-300: Intermediate Incident Command System – ICS for Expanding Incidents
    • ICS I-400: Advanced Incident Command System
    • ICS I-402: Incident Command System for Executives

    To apply to deliver ICS I-Series courses in Alberta:

    1. Complete the AEMA Instructor Application, which must include:
      • copies of valid course completion certificates for the course(s) you intend to instruct
      • copies of valid course completion certificates for at least one level above the course(s) you intend to instruct
      • copies of valid Train-the-Trainer certificates for previous level of instruction (if applicable)
      • descriptions and supporting documentation (if applicable) for:
        • adult education or classroom management experience
        • ICS or emergency management knowledge and experience
      • references for emergency management, training, or ICS experience
      • supervisor approval
    2. Send the complete application to [email protected] for review.
    3. If granted instructor candidacy, complete:
      • AEMA Instructor Standardization Training
      • Train-the-Trainer
      • co-teaches (if applicable)
        • No co-teaches required for ICS I-100 or ICS I-402
        • 2 co-teaches required for ICS I-200 or ICS I-300
        • One co-teach required for ICS I-400.

    If granted instructor approval, AEMA TCS recognizes the applicant as a Lead Instructor, who may schedule and deliver the specified ICS courses.

    ICS Position-Specific courses include:

    • Incident Commander
    • Safety Officer
    • Liaison Officer
    • Information Officer
    • Operations Section Chief
    • Division/Group Supervisor
    • Strike Team/Resource Team/Task Force Leader
    • Planning Section Chief
    • Resource Unit Leader
    • Situation Unit Leader
    • Logistics Section Chief
    • Supply Unit Leader
    • Facilities Unit Leader
    • Finance/Administration Section Chief
    • Finance/Administration Unit Leader

    To apply to deliver ICS Position-Specific courses in Alberta:

    1. Complete the AEMA Instructor Application, which must include:
      • copy of valid ICS I-400 course completion certificate
      • copy of valid I-400 Train-the-Trainer certificate
      • copy of valid course completion certificate for the ICS Position-Specific course you intend to instruct
      • descriptions and supporting documentation for:
        • experience instructing ICS I-400
        • experience in the ICS position indicated
      • Other experience or training directly related to performance or instructional requirements of the ICS Position-Specific course indicated:
        • references for emergency management, training, or ICS experience
        • supervisor approval
    2. Send the complete application to [email protected] for review.
    3. If granted instructor approval, AEMA TCS recognizes the applicant as a Lead Instructor, who may schedule and deliver the identified ICS Position-Specific courses.

To maintain approved ICS instructor status, each year, ICS Canada requires approved ICS instructors to deliver:

  • 2 awareness-level ICS courses (ICS I-100, ICS I-200, ICS I-402) or
  • 1 advanced-level ICS course (ICS I-300, ICS I-400, ICS Position-Specific)
