APS Retiree Health and Wellness Benefits Program
The Alberta Public Sector Retiree Health and Wellness Benefits Plan is a partnership between the Public Service Commission and the Alberta Union of Provincial Employees. Current and future retires from the Alberta Public Service can enrol in this group benefits program, which is sponsored by the Alberta Retired Teachers' Association (ARTA) and administered by the Alberta School Employee Benefit Plan (ASEBP).
The plan includes extended health coverage with an Out-of-Province/Canada Emergency Travel Option, dental care, and long term care for retirees and their eligible dependents.

Alberta Blue Cross Retiree Benefit Plan
Alberta Blue Cross’s individual benefit plan is available to individuals once they have lost coverage under an employer-sponsored benefit program. Individuals whose employer-sponsored group coverage was through Alberta Blue Cross (through health plans, dental plans or a health spending account) will receive preferred pricing if they purchase this new plan after leaving the public service.
The Alberta Blue Cross Retiree Benefit Plan provides 4 levels of coverage for extended health, prescription drug, dental, and travel benefits. There is no medical review required and all dependents listed on an individual’s provincial or territorial health-care account are eligible for coverage. Participants are responsible for the full cost of their premiums.
Eligibility
To be eligible for enrolment, individuals must:
- have Alberta provincial health-care coverage at time of application
- be 50 years of age at the time of application
- apply for coverage within 90 days from loss of coverage under a group benefit plan
