Tenders closing date extended
Aggregate-2024-Unit 1 and Aggregate-2024-Unit 2 tenders are indefinitely extended, pending the resolution of the related issue being heard by the Public Lands Appeal Board (PLAB 24-0008) . Bidders who submit tenders by the prior closing date of November 22, 2024, will be contacted directly. Tender information and requirements are noted below.

Receiving successful award for a bid involves:
- submitting a bid that meets all requirements described below
- if you are the successful bidder, completing the standard application requirements for a surface materials lease (SML) including the application fee

Aggregate-2024-Unit 1 – Closing postponed indefinitely
Minimum bid $2,000 per acre.

Aggregate-2024-Unit 2 – Closing postponed indefinitely
Minimum bid $2,000 per acre.

Aggregate-2025-Unit 3
Minimum bid $10,000 (lump sum payment).

The tendered lands are within NW-31-093-09-W4, NE-36-093-10-W4, and Section 1-094-10-WM.
Tender Aggregate-2025-Unit 3 closes November 17, 2025.
- Calls for tenders are listed by unit number, for example, Aggregate-2024-Unit 1.
- Each unit number is a separate call for tenders.
- Bidders may tender one bid per unit.
- If bidders wish to bid on more than one unit, they must submit separate bid submissions in separate sealed envelopes, individually labelled as below.
- Each bid package must enclose:
- a completed Crown land tender, bonus bid form
- payment by certified cheque, money order or bank draft; made payable to the Government of Alberta, quoting the tender unit number on the payment.
- Each bid package must be submitted to the following address by the specified time in an addressed, sealed envelope including a return mailing address, and clearly marked to the attention of Aggregate Tenders including the unit number, as follows:

- Submitted bids may not be withdrawn or countermanded.
- Public opening of the tenders will take place immediately following tender closing in Boardroom 5A of our office.
- The ministry, at its sole discretion, may deem a bid incomplete or incorrect per stated requirements, and reject it.
- The minimum bid is noted with each unit’s detailed information. Following award, if the successful bidder fails to complete all of the application requirements, $2,000 of the total bid will be forfeit, and the balance of the tendered amount will be returned. The ministry may then, at its discretion, either award the tender to the next most qualified bidder, re-offer the lands for tender, or cancel the tender.
- Any payments included with unsuccessful or rejected bids will be returned after the tender closing date.
- The successful bidder, upon award of the disposition, will be responsible for all applicable fees, rent and royalties under the Public Lands Act.
- The ministry reserves the right to cancel the tender without prior notice to the public.
Tender acceptance requirements
- Individual bidders must be 18 years of age or older.
- Bidders who are Government of Alberta employee(s) are to follow section 24 of the Public Service Act and adhere to the Code of Conduct and Ethics for the Public Service of Alberta.
- A bidder who is a company, corporation, or association must be registered and active in the Alberta Corporate Registry and be authorized to conduct business in Alberta.
- All tender details including names and amounts become public information after the tenders have been opened by the ministry.
- A road use agreement may be needed to access the lands to test or upon the SML being issued.
Surface Material Exploration prior to tender bid submission
A surface material exploration (SME) authorization allows for testing the quantity and quality of sand and gravel on specific Crown lands.
Anyone interested in testing the tender bid areas must submit an SME-Exploration – Tender-Bonus Bid in the Electronic Disposition System (EDS).
Note: For Aggregate-2024-Unit 1 and Aggregate-2024-Unit 2, the SME application is for lands in Unit 1 and Unit 2. Applicants must include the following with their application:
- Aggregate-2024-Unit 1
- Aggregate-2024-Unit 2
- Aggregate-2025-Unit 3
Award conditions
- The successful bidder must submit a complete SML application including the application fee within 60 days of being notified of their winning bid. Read more about application requirements.
- Access to the tendered land requires a separate disposition application for access, unless otherwise indicated.
- The disposition will be issued to the successful bidder only in the names listed on the Crown land tender/bonus bid, changes will not be accepted.
- The successful bidder will be issued the tendered disposition for a 10-year term.
