There are guidelines for assessing, levying and collecting Alberta’s royalty share of natural gas and gas products.

Alberta Modernized Royalty Framework Guidelines

These guidelines came into effect in January 2017. They explain the general application and principles involved in assessing the drilling and completion cost allowance (C*) and Alberta's Crown royalty share of:

  • crude oil
  • gas
  • Natural Gas Liquids (NGLs)
  • non-project crude bitumen wells (the hydrocarbons) produced from lands under a Crown lease

These guidelines came into effect in January 2009 and were updated in July 2022. They describe principles in assessing, levying and collecting Alberta’s royalty share of natural gas and gas products from lands subject to a Crown lease agreement. They also describe the procedures used to carry out the assessment, levy and collection of royalty. For more information, see:

Alberta Natural Gas Royalty Guidelines 2006

These guidelines came into effect in October 2002 and updated in 2006, which were in effect for production in December 2008 and earlier which are now statute barred. For more information, see: Alberta Natural Gas Royalty Guidelines, 2006.

Enhanced Hydrocarbon Recovery Program (EHRP)

Effective January 2017, these guidelines explain the general application and principles of the EHRP.

The Enhanced Hydrocarbon Recovery Program consists of two main components. The first component targets tertiary recovery schemes which enhance recovery of hydrocarbons from an oil or gas pool by miscible flooding, immiscible flooding, solvent flooding, chemical flooding or other methods approved by the Minister.

The second component targets secondary recovery schemes which enhance recovery of hydrocarbons from an oil or gas pool by water flooding, gas cycling, gas flooding, polymer flooding or other methods approved by the Minister.

Emerging Resource Program (ERP)

Effective January 2017, these guidelines explain the general application and principles of the ERP.

The Emerging Resources Program (ERP) encourages industry to open up new oil and gas resources in higher-risk and higher-cost areas that have large resource potential. This will promote industry innovation and learning in order to generate greater royalties and other benefits to Albertans.

Helium

The Alberta government has established a helium royalty rate, effective April 1, 2020, with requirements to submit monthly helium production volumes and sales information directly to the Department of Energy and Minerals. Refer to Information Letter 2020-22 for further details.

Reporting guide

Natural Gas Liquids Reporting Guide

This guide became effective in July 2014 and subsequent delivery months.

All purchasers of the following products at NGL field facilities in Alberta are required to report eligible arm’s-length purchase information of specification and mix products:

  • propane (C3)
  • butanes (C4)
  • pentanes plus and condensate (C5+)

Reporting guide for Natural Gas Liquids (NGL-100 Form)

The NGL-100 form was effective from the January 2000 to June 2014 delivery month. Department-of-Energy-designated purchasers who purchase propane (C3), butanes (C4) and pentanes plus (C5+) in Alberta must report the form monthly. See: Reporting guide for Natural Gas Liquids (NGL-100 Form).
