Alberta Infrastructure - Contract Modernization Vendor Orientation

Alberta Infrastructure is hosting an online orientation session on December 11, 2024, to introduce our modernized construction contracts and procurement documents for capital projects.
These modernized contracts and procurement documents will help reduce red tape and costs for vendors. They will also define accountabilities, improve performance of capital project delivery, and enhance risk allocation. Overall, these modernizations will ensure the quality and standards for public infrastructure projects, and that projects are delivered on time and on budget as expected by Albertans.

Consultant services
Vendors for architectural, engineering and other types of professional consultant services can use the following procurement methods to contract with government.
Property Management and Building Management and Maintenance Services
We procure Property Management and Building Management and Maintenance Services for government owned facilities.
For both types of services, interested vendors can use the following procurement methods to contract with government.
Services below $75,000
At this level, a limited number of Vendors are invited to submit a proposal.
Alberta Infrastructure may also use Standing Offer Source Lists:
- Prequalification Request is publically advertised on Alberta Purchasing Connection to prequalify Vendors that provide specific Services identified in the Prequalification Request, which results in a Master Agreement.
Note: Alberta Infrastructure may use Standing Offer Source Lists regardless of the estimated value of the contract.
Services $75,000 or greater
Single stage process
Request for Proposal is publically advertised on Alberta Purchasing Connection and vendors are invited to submit proposals in response to the Request for Proposal.
Two stage process
Stage 1:
- Request for Qualification is publically advertised on Alberta Purchasing Connection to shortlist Vendors based on qualifications and experience provided in the Request for Qualification documents.
Stage 2:
- Prequalified vendors are invited to submit proposals in response to a Request for Proposal.

Construction procurements
Interested bidders can use the following procurement methods to contract with government.
Construction procurements below $100,000
- At this level, a limited number of bidders are invited to submit a bid.
Construction procurements $100,000 or greater
- Tender notice is publically advertised and bid documents (drawings and specifications) are posted electronically on Alberta Purchasing Connection.
Construction procurements with high levels of complexity
Two stage process
Stage 1:
- Request for Qualification is publically advertised on Alberta Purchasing Connection to shortlist or to prequalify proponents based on qualifications and experience.
Stage 2:
- Shortlisted or prequalified proponents are invited to submit proposals in response to an Invitational Request for Proposal.

Safety certification
- Safety certification is a requirement in most construction tenders.
- You will need a valid Certificate of Recognition or a valid Temporary Letter of Certification.
- These requirements are the responsibility of the bidder and may take time to obtain.
Prompt payment
Prompt Payment is an approach to ensure contractors (and sub-contractors) receive timely payment for work completed under Infrastructure contracts. The issue of delayed payment can significantly impact a sub-contractor’s financial viability.
Alberta Infrastructure introduced contract provisions in March 2016 that addresses the issue of prompt pay and progressive release of holdbacks for Infrastructure projects.
- Infrastructure and their consultant verifying the progress claim within 14 days of submission and notifying the general contractor of the valid amount that can be legitimately paid.
- Infrastructure paying the verified amount within 30 days of submission.
- The general contractor providing a statutory declaration that their sub-contractors were paid within 10 days of receiving the previous payment from Infrastructure.
- Infrastructure established a method for sub-contractors to call a toll free number (1-844-252-5322) to find out when payments were made by Infrastructure to the general contractor.
- Infrastructure has agreed to progressive release of holdback as phases of the work are completed, subject to verification that the work is satisfactory and no liens have been filed.
Public Works Act
The Public Works Act allows any person who has not received proper payment for work on a public work projects, regardless of their level in the contracting chain, to make a claim directly to Alberta Infrastructure provided:
- that person is not paid by the party who is legally obliged to pay that person
- work on the public works project is not on a highway or road

Claim form
A completed Statement of Public Works Act Claim form must be sent by registered mail no later than 45 days after the last day on which labour, equipment, materials or services giving rise to when the claims were provided. Send completed forms by registered mail to:
