Starlink pilot program – Application process

Follow these steps to apply for a rebate toward the purchase of new receiver hardware for high-speed satellite internet.

Overview

Alberta’s government is piloting a limited program to test the feasibility of a high-speed satellite internet rebate program as the infrastructure for land-based high-speed internet is not currently possible in some remote communities. This pilot will run from November 16, 2023 to February 16, 2024.

A rebate of up to $1,000 toward the purchase of new receiver hardware for high-speed satellite internet from Starlink is available to eligible households and businesses.

Rebate

Rebates may be provided for the following up to a maximum of $1,000:

  • new receiver hardware for high-speed satellite internet – purchased from Starlink – as part of a residential or business service
  • shipping and handling
  • all associated taxes

Installation and monthly service charges are not eligible for the rebate.

Eligibility

You may be eligible for a rebate toward the purchase of new high-speed satellite internet hardware – bought from Starlink – between November 16, 2023 and February 16, 2024 if:

  • your household or business is located within the areas shown on the pilot program eligibility map below
  • you own the household or are an officer of the business

If you are unsure about your eligibility – for example, your household or business is on the edge of an eligible area on the map, you are unsure about your household’s title, etc. – and have questions, contact us.

You are not eligible for a rebate if you:

  • do not own the household (you are a tenant)
    • a tenant would need to ask their landlord to apply for the property (it is the landlord’s decision to apply)
  • are using or have access to internet service that provides 50/10 Mbps or greater speeds
  • already have satellite service that provides 50/10 Mbps or greater speeds

Only one application for a rebate is allowed per eligible household.

  • a form that lets you email yourself the results of your eligibility assessment

Step 2. Sign up for an Alberta.ca Account

Sign up for a verified Alberta.ca Account. You need it to apply online.

    To apply online, you need a verified Alberta.ca Account. If you already have one, skip ahead to "Step 3. Buy high-speed satellite internet service and hardware".

    • An Alberta.ca Account is a secure and confidential way to prove your identity online.
    • You will need a 'verified' level account to apply for the rebate online.
      • If you already have a 'basic' account, you will need to verify by adding your valid Alberta driver's licence or ID card to your profile.
      • Once your driver’s licence or ID is entered, an activation code will be mailed to the address on your licence or ID card within 10 days. It cannot be sent to another address.
    • Each Alberta.ca Account must have a unique, individual email address.
      • It is not possible to create 2 accounts using the same email address.
      • There are many free email providers (for example, Gmail, Yahoo, Hotmail).

Step 3. Buy high-speed satellite internet service and hardware

At this time, the only high-speed, low-latency service in Alberta is Starlink by SpaceX. In the future, other providers, such as Telesat’s Lightspeed and Amazon’s Kuiper, may offer services in Alberta and may qualify for a future rebate program.

Purchase your receiver hardware for high-speed satellite internet – fixed residential, roam, business, mobile, etc. – between November 16, 2023 and February 16, 2024.

Step 4. Gather your documents

Keep the electronic copies of your Starlink purchase confirmation and hardware invoice.

Keep your first 2 monthly service invoices as proof of purchase.

Step 5. Submit your application

  1. Fill out this online form:

    Apply for the type of rebate that best describes your situation:

    • If you own the household you live in – apply for a personal rebate.
    • If the household is owned by a business you represent – apply for business rebate.
    • If you are a landlord – choose either the personal or business rebate (depends on whether you own the property personally or if it is owned by a business that you represent).
  2. Send us the form with these attached Starlink documents:
    • proof of purchase (invoice for Starlink hardware)
    • proof of service (invoice for second month of Starlink service)

We only accept electronic documents (for example, PDFs, photos or scans). All the information must be clear and legible.

We will use all the information you provide to determine if you are eligible for the rebate.

You may make multiple applications, as long as each property meets the eligibility criteria (for example, you own the property and it is in the eligible area).

We will review your rebate application to determine if your household or business qualifies for a rebate.
