Overview
If passed, Bill 35, the All-Season Resorts Act, would incentivize the responsible, sustainable development of all-season, year-round resorts in Alberta.
The All-Season Resorts Act will establish a clear, straightforward resort development approval process, which will create the investment certainty necessary to attract private capital into the province’s tourism sector.
Development proposed under the Act will be required to maintain rigorous environmental reviews and engagement with Indigenous Peoples, ensuring that all necessary approvals are obtained. By focusing development on well-managed areas, Alberta’s heritage and protected spaces will be preserved for generations of residents and visitors alike.
The All-Season Resorts Act strikes a responsible balance of economic growth, job creation, environmental protection and Indigenous opportunity.
Key changes
If passed, Bill 35 will:
- establish a new All-Season Resorts Branch in the Ministry of Tourism and Sport for all-season resort developments on Alberta’s provincial Crown lands
- establish a clear, straightforward resort development approval process for proponents to follow
- enable the development of year-round tourism products in Alberta
- support a growing visitor economy by attracting private capital into the development of tourism products that give visitors and Albertans alike more opportunities to stay and play
Next steps
If passed, Alberta’s government will begin setting up a new All-Season Resorts Branch within the Ministry of Tourism and Sport to regulate all-season resort projects. Subject to the legislation passing, this new regulator is expected to begin operating in 2025.
