The 2013 Ethics Commissioner investigation was related to the decision to have the Tobacco Recovery Lawyers consortium represent the province in litigation against major tobacco companies.

Over the course of the last few days, concerns have emerged that the Ethics Commissioner at the time, Neil Wilkinson, may not have had all the information that was relevant to his inquiry.

The Honourable Frank Iacobucci, a retired Justice of the Supreme Court of Canada, will independently review the matter and advise the government on what should be done to address it. At the Premier's direction, any and all government documents that he feels may be relevant will be provided to him. Mr. Iacobucci will also meet with any individuals he believes may assist in the review. Officials have been directed to speak freely. Mr. Iacobucci will provide his advice in a letter that will be made public.

The review is expected to be complete by February 29, 2016.
