The budget provides $1.1 billion in operational expense and capital spending over the next three years to address flood recovery and mitigation initiatives, with $518 million in 2014-15 alone.

Some of the highlights include:

  • $32 million for local flood mitigation;
  • $28 million in property tax relief;
  • $35 million to complete the floodway relocation program;
  • $25 million for flood recovery erosion control grants;
  • $3.5 million to complete flood hazard studies, update the existing map and map new areas;
  • $25 million to support mental health initiatives and general well-being of flood-impacted Albertans;
  • $4 million to repair and protect health facilities from future flooding;
  • $25 million for education initiatives, including flood mitigation for damaged schools, enrolment and program stabilization and supports for modular classrooms;
  • $36 million for flood mitigation on roads and bridges;
  • $9.7 million for water and wastewater management projects; and,
  • More than $9 million for mitigation projects in provincial parks.

These initiatives and others build on nearly $3.8 billion approved for flood recovery in 2013, including more than $3 billion through the Disaster Recovery Program (DRP).

An additional $800 million will be spent on DRP-related initiatives in 2014, including mitigation, repairs to infrastructure and recovery assistance for property owners. These funds were allocated through the 2013-14 budget and are eligible for reimbursement through the federal government.

To date, there have been more than 4,500 payments issued to individuals through the DRP, totaling more than $46 million.

We’ve also worked with our partners in the insurance industry to drastically reduce the number of applications experiencing insurance holds: 850 files are currently on hold, a 60 per cent reduction from December 1, 2013.

The Alberta government is committed to completing 90 per cent of eligible residential DRP applications by the end of March 2014.

Under the Building Alberta Plan, our government is investing in families and communities, living within our means, and opening new markets for Alberta's resources to ensure we're able to fund the services Albertans told us matter most to them. We will continue to deliver the responsible change Albertans voted for.
